The Regional Task Force on Homelessness is the San Diego Continuum of Care (CoC), designated by The U.S. Department of Housing and Urban Development (HUD). The CoC Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families and communities by homelessness; promote access to and affect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.

The CoC Governance Board acts on behalf of the Continuum of Care (CoC) and is representative of the relevant organizations and projects serving homeless subpopulations throughout the San Diego region.
CoC Advisory Committees
Advisory groups of various types serve to provide expertise, guidance, and practical support informing the work of the Governance Board.
CoC Ad Hoc Committees
CoC Ad Hoc Committees consist of CoC members with specialized skills or expertise. Their primary function is to provide recommendations to the CoC that help address systemic impacts on various subpopulations, as well as addressing the needs of overrepresented and underserved homeless individuals within the homeless crisis response system.

CES (Coordinated Entry System)
CES is a list of all of the people in the region experiencing homelessness, prioritized by community standards, to be referred to available housing inventory.
Homeless Management Information System (HMIS)
HMIS is a local web-based information technology system that San Diego’s CoC uses to capture and report on client, project, and system level information regarding homeless services utilization, performance and outcomes.
Standards, Learning, and Training
Facilitating the exchange of provider expertise and intervention strategies through the establishment of written standards of practice, creation of specialized learning collaboratives, and access to community training.
WeAllCount (PITC)
San Diego’s annual homeless census that leverages community volunteers, outreach workers, and homeless service providers to engage and survey those experiencing homelessness on a given night in January.
Notice of Funding Opportunity (NOFO)
The HUD NOFO establishes the funding criteria for the Continuum of Care (CoC) program. The NOFO is a notice published each year for HUD’s Discretionary Funding Programs.
