The San Diego Continuum of Care (CoC) serves the San Diego Region. To carry out this annual count, RTFH collaborates with various partners and local jurisdictions to conduct comprehensive surveys throughout the County. The collected data will then be reported out by the following five subregions to aid in local decision-making and planning:

Each year to conduct the #WeAllCount it takes:
It truly takes a village. RTFH wants to thank you for your interest in learning more about our Annual #WeAllCount and we hope you take this time to consider volunteering.
The #WeAllCount is truly a regional effort with a number of roles that must be filled in order to successfully conduct and complete this required activity.
On Nov 4, 2024, RTFH will launch the #WeAllCount Volunteer Portal, which will officially close 3 days before the count date or until we have reached full capacity.
Engage Counters
Engaged counters will walk or drive an assigned census tract area and will identify individuals or households to engage who are experiencing unsheltered homelessness (in a place not meant for human habitation like the streets or in a vehicle). Volunteers are deployed in teams led by a professional outreach worker (if available) or a seasoned volunteer for each count site.
Inform or Share
Spreading the word about the We All Count is critical, as it is how we find volunteers to help conduct the count as well as alert homeless individuals to the event as well. Our flyers can be shared on social media.

The PITC is an unfunded federal mandate and requires a significant amount of resources to complete. For the 2025 #WeAllCount (PITC) the San Diego City and County Continuum of Care will utilize the Count Us Mobile App. The Counting Us mobile app was developed by Simtech Solutions to automate the collection of data for the annual homeless census. The app is available from both Google Play and the Apple App Store.
