Hello all HMIS users,
Wednesday April 1st we go live with the new MultiParty Authorization (MPA) that consents clients into both HMIS and CIE.
This is an exciting time and we wanted to follow up to make sure you were prepared for Wednesday’s launch.
What happens on Wednesday April 1:
- Within HMIS, all MPAs prior to 4/1/20 will expire on 3/31/20.
- Providers can still use the old MPA to coordinate client care for up to 1 year as a basis for sharing data within the trust network only.
- Old MPAs will not grant consent for CIE data sharing, but can continue to be used to coordinate care for your clients until 3/31/2021.
- This grace period does not replace asking for the new consents. Please be sure to present the new MPA starting 4/1/20 as appropriate.
- After April 1, 2020 when your client signs a new MPA it will replace the old MPA
- Verbal consent according to the currently-enacted emergency protocol for HMIS consent does not allow clients to consent into CIE.
- CIE requires that a client sign a form.
- The current guidance is to collect signed paper forms once the crisis ends and the emergency protocol is no longer activated.

- It can also be found on this page under the “HMIS Documents” header
- We are making this document available to you today to ensure that it can be distributed to the appropriate staff in time for the April 1 launch.
Please note – if signed now, the new MPA is not yet valid. It will not be valid until April 1, 2020.
Only MPAs signed and uploaded on or after April 1 are considered valid for the purposes of HMIS and CIE. The document is being made available for your review and distribution in preparation for April 1st only.
